Webtools Edit Web Layout Controls Alignment Does Not Sync With UI Layout (Doc ID 2958976.1)

Symptoms

When trying to create a new custom form applet in Webtools there is an accuracy mistmatch in the Edit Web Layout drag & drop functionality. This feature is no longer supported in Siebel Tools.

In earlier versions Edit Web Layout from Siebel Tools worked in "What you See is What you Get" Mode which facilitated the process of creating new applets for developers.

Vanilla applet:

All controls match in look and feel.

Custom applet:

Controls are difficult to allign.

The issue can be reproduced at will with the following steps:
1. Log into Siebel Web Tools.
2. Create a new workspace.
3. Implement from scratch a new form applet based on a custom entity.
3.1. Navigate to Applet Web template > Edit.
3.2. Add controls.
3.3. Add newly created applet to a view.
3.4. Validate applet using Inspect functionality.
