Migrated Objects Are Not Activated By Incremental Runtime Repository Migration 23.1

Symptoms
While trying to use the new functionality in 23.1 - Migrated Objects Activated by Incremental Runtime Repository Migration, the changes migrated as IRR from DR to RR are not visible without user re-login.
The issue can be reproduced at will with the following steps:
1. Set ServerSessionLoopSleepTime parameter for ecommunications_enu component to 5 ( seconds) via srvrmgr.
2. Started eCommunications_enu application or RR environment
3. Activate button on applet on DR environment
4. Perform incremental RR migration.
5. Wait at least 5 seconds (ServerSessionLoopSleepTime) and navigate to several views
6. Check if added button is visible on view SIS OM Customer Account Portal View. Button not visible.
7. Relogin - The button is visible.
