Siebel Web Tools Slow Performance Observed While Accessing "SIF Attribute Differences" New Feature

Symptoms
After the completion of the RepositoryUpgrade utility, now trying to perform resolving conflicts. Observed slowness in Siebel Webtools while trying to access "SIF Attribute Differences".
Below slow performance timings reported in SWToolsObjMgr_enu_*.log file:
3. Once it is completed, log in to Siebel Webtools
4. Click on the SIF attribute Differences button.
5. It will navigate to 'WT Attribute Differences View'.
6. Select any object type in the WT Attribute Differences Tree Applet.
For example, select the Applet object Type and try to drill down on that object.

Applied 23.7 on top of 22.4 version.
