The Workspace Delivery Fails With Error: SBL-OSD-01000 In The Siebel Tools (Doc ID 2967204.1)

Symptoms

Workspace Delivery failed with below error

The issue can be reproduced at will with the following steps:
1. Login to Siebel Tools
2. Create Dev Workspace
3. Query for any Object and update the Comments
4. Checkpoint the Workspace
5. Submit for Delivery
6. Deliver the Workspace and click on "Start Merge", It will throw an error

7. Implement the solution available in Doc Id : 2835551.1

5. Follow steps 1 to 6, It is not throwing any error but Tools getting closed automatically.
