Symptoms

Enterprise deployment fails and the following error pops up in the browser user interface:

The issue can be reproduced at will with the following steps:

1. Install Siebel binaries.
2. Connect to Siebel Management Console (SMC) - https://<hostname.domain.com>:<ai_port>/siebel/smc/
3. Configure and deploy Siebel Gateway.
4. Configure and deploy Siebel Enterprise.
