Symptoms

Siebel application Object Manager (Callcenter) crashes and gives Server Busy error in Production after installing 23.8 on top of the 22.11 version.

The issue can be reproduced at will with the following steps:
1. Stopped Siebel Enterprise Services in production.
2. Applied 23.8 monthly update on top of 22.11
3. Started Siebel application services
4. While users trying to submit FS Invoice Report requests, the SCCObjMgr_deu component crashes.

Changes

 Applied 23.8 on top of 22.11
