Siebel CRM 23.9 Installation Fails With "ERROR:: Exception occured during installation"

While installing 23.9 on top of 23.5, although after the installation everything seemed to be working properly (able to start the application service and log in to the application), the installation procedure reported an error:
Please refer the installActions*.log file for details at -
Installation not completed Successfully
Reviewed /siebel/ses/cfgtoollogs/oui/ log files and found no error.
Also, checked Siebel_version.properties and Technical Support details which are referring to 126.96.36.199 SIA [2023_09]. Patch seems to be applied successfully.

The issue can be reproduced at will with the following steps:
1. Stop Siebel Application services ( Siebel gateway/application services and Tomcat services)
2. Apply the 23.9 update on top of the 23.5 by following Siebel Installation guide
3. At the end of installation, above stated errors were reported.
