Symptoms
Customer developed a rest outbound API by importing the swagger in web tools, but when try call the BS proxy from the BS simulator it always returns the error:
Same works using Postman or with cURL from Siebel server
ERROR

Bad Request
HTTP Error 400. The request is badly formed.
The issue can be reproduced at will with the following steps:
1. Import external API swagger in Web Tools
2. Test Proxy Business Service using BS simulator
3. Fails with above error
