Siebel Applications Unavailable or Hung Across All Siebel Servers: SBL-DBC-00104, SBL-DBC-00111, SBL-DBC-00107, DBCLogError (Doc ID 2980268.1)

When attempting to access Siebel applications, and the Siebel applications are unavailable on all Siebel Servers or hanging for current logged in users,
the following Siebel application database errors occurred across all Siebel application servers.  Here are a sample of database errors in the Siebel application logs.


ObjMgrLog Error 1 0000037865113ff9:0 2023-09-25 10:41:12 (oracon.cpp (3902)) SBL-DBC-00104: Error retrieving the following record from the database.
ObjMgrBusCompLog Error 1 000001e465117c14:0 2023-09-25 10:41:12 (oracon.cpp (3902)) SBL-DBC-00111: Error writing to a log.

1. Start the Siebel Enterprise. 
2. Access Siebel applications
3.Observe the Siebel applications are hanging or unavailable.
