Requests from Siebel to Kafka Server in Siebel Event Pub Sub Framework not Working, INFO "com.siebel.swsm.eventhandler.AIPacket:getDataLength Non numeric packet length" (Doc ID 2981452.1)

Symptoms

Requests from Siebel to Kafka Server in Siebel Event Pub Sub Framework.

Siebel Application UI, seems to hang and following INFO is seen in EventLogger.log File:

The issue can be reproduced at will with the following steps:
1. Follow set up steps from bookshelf, Siebel System Administration Guide -> Siebel CRM Event Publication and Subscription
2. Execute an operation to trigger the Runtime Event which invokes SendEvent Method of Business Service based on class CSSEAIEventHandler
3. Application seems to hang for a while, no additional entries found in the Object Manager Log
