Siebel Chat Using Frequently Used Text(FUT)Template Is Not Filtered By Language

Symptoms
When using Siebel Chat with Frequently Used Text(FUT) all the templates for all the language and locale is showing up in the chat as highlighted below:
Step to reproduce the issue:
1. Setup Siebel Chat Simulator as explained in the documentation below:
How to Enable Chat Simulator for Siebel Chat Testing (Doc ID 1919391.1)
2. Create a couple of Chat Templates with different Languages and Locale on Administration - Communications > All Templates with Channel Type(Chat).
3. Log in to Siebel Chat and run the Chat Simulator from Tools > Communication > Simulate Chat with New(F12) and click on the white paper icon to use Frequently Used Text (FUT).
4. When trying to type something in the Text Box, it will display all the Chat Templates for all the Language and Locale.
