SBL-DAT-00381 & SBL-DBC-00111 Error While Delivering the Workspace After Previous Delivery Failed

Symptoms
Getting below error when attempting to deliver Development workspace to MAIN
ObjMgrBusCompLog Error 1 00000003653151f0:0 2023-10-20 01:29:42 (oracon.cpp (5001)) SBL-DBC-00111: An error has occurred writing to a record.
Please continue or ask your systems administrator to check your application configuration if the problem persists.
ObjMgrBusCompLog Error 1 00000003653151f0:0 2023-10-20 01:29:42 (oracon.cpp (1243)) SBL-DAT-00381: A record that contains identical values to the record you have created already exists.
The issue can be reproduced at will with the following steps:
1. Login to Siebel Tools/Webtools and Create Development Workspace
2. Modify any Object by using the Development Workspace
3. Deliver the Workspace and kill the Tools Session in the middle of Workspace Delivery and Publish process
4. Login to Siebel Tools again
5. Revert the Workspace
6. Create one more Dev Workspace
7. Modify the same set of Objects which are touched in step 2
8. Deliver the Workspace
