Siebel Repositoryupgrade.exe is Failing with Error ORA-00942: table or view does not exist Related to Table S_RTC_SUB_OBJ (Doc ID 2992815.1)

Symptoms

Siebel Development Database was upgraded to version 23.4. After the upgrade, the monthly update 23.11 was installed, and repositoryupgrade.exe utility was executed. It fails while importing sif files
as following:

1.  repository.log:

!!ERROR::An error has occurred executing a Sql statement.

Please continue or ask your systems administrator to check your application configuration if the problem persists.(SBL-DBC-00105)--
ORA-00942: table or view does not exist

2.  siebdevcli_Repository.log:

FROM
      SIEBEL.S_RTC_SUB_OBJ T1
  WHERE
     (T1.OBJ_TYPE_NAME_PATH IS NULL  AND T1.RTC_MOD_OBJ_ID = :1)

ObjMgrLog Error 1 0000000265702164:0 2023-12-06 16:39:53 (oracon.cpp (5069)) SBL-DBC-00105: An error has occurred executing a Sql statement.

Please continue or ask your systems administrator to check your application configuration if the problem persists.


Steps to reproduce this behavior:

1. Upgrade (IRM) Siebel Development Database to version 23.4. See instructions in Siebel Database Upgrade Guide > Performing a Siebel Incremental Repository Merge.
2. Install the Siebel monthly update 23.11 on top of 23.4. See instructions in Siebel Installation Guide > Roadmap: Installing Siebel CRM in an Update Installation Case.
3. Run the repositoryupgrade.exe utility, and it fails with the above errors. See instructions in Siebel Database Upgrade Guide > Upgrading the Siebel Database > Running RepositoryUpgrade Utility.

Changes

Siebel monthly update is installed on top of a recently upgraded Siebel development database.
