Siebel BI Publisher Report Scheduling Fails With "XML-20108: (Fatal Error) Start of root element expected" Error Using BI Publisher Security Model (Doc ID 2999788.1)

Symptoms

When attempting to schedule BI Publisher reports from Siebel application post integration using "BI Publisher Security" model, the scheduled reports did not work and failed to schedule.

When this failure happens, the bipublisher*.log shows the below error.

Output failed.
[INSTANCE_ID=bip.bi_server1] [OUTPUT_ID=1008] oracle.xdo.servlet.data.DataException: oracle.xdo.XDOException:org.xml.sax.SAXParseException; lineNumber: 3; columnNumber: 1; Column 1>: XML-20108: (Fatal Error) Start of root element expected. [INSTANCE_ID=bip.bi_server1]

The issue can be reproduced at will with the following steps:

1. Setup Siebel application and integrate with BI Publisher 11g/12c or OAP 7.0
2. Perform integration using the Doc ID: 2332902.1
3. Setup report scheduling and run to see if the scheduled reports work

Changes

 Setup BI Publisher report scheduling post upgrade to Oracle Analytics Publisher (OAP) or using BI Publisher 11g/12c with changing security model to "BI Publisher Security".
