Outbound REST call after updating from 22.3 to 23.11 fails with SBL-BPR-00162,SBL-PRM-00104 and Produces Empty Json (Doc ID 3007174.1)

Symptoms

When attempting to simulate a workflow which triggers an Outbound REST call after updating from 22.3 to 23.11, the following error occurs within the Application Object Manager log:

 

 

The issue can be reproduced at will with the following steps:
1. Perform Siebel update from 22.3 to 23.11.
2. Simulate a workflow which calls an Outbound REST service and attempts to read the response with 'PRM ANI Utility Service', method 'GetProperty' via the Business Service Simulator.
3. The error is thrown in the BS Simulator view.

Changes
