Compiled Object Definition Is Not Getting Updated In RR Table After Rebase

Symptoms
Changes do not reflect in RR table after Rebase.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Following Workspace structure is present.
Main Workspace - Parent
int_test1 - Child 1
int_test2 Workspace - Child 2
Child workspaces are created at the same time.
2. Developer create a new field in a Service Request BC in developer ws created under int_test1.
3. Deliver dev ws to int_test1.
4. Deliver int_test1 to Main WS
4. int_test2 is Rebased from Main.
5. Field definition is now available in int_test2
6. The field definition is not available in S_RR_BUSCOMP for the int_test2 WS
