Why Siebel Is No Longer Connecting To DISA When Changing The Desktop Date To A Previous Date? (Doc ID 3009175.1)

Goal

Why DISA no longer works when the Desktop Date in Windows is changed do a date in the past?

Steps To Reproduce:

1- Set the date in Windows to a date in the very past such as September 04th 2019

2- Start DISA

3- Logon to Siebel

4- Go to any Attachments View such as My Contacts > Attachments

5- Drilldown to the Attachment Name to have the file edited

6- The File Download popup is displayed but the "Edit" button is disabled/greyed-out
