The following steps can be executed to reproduce the behavior:

1. Install Siebel update and execute postinstalldbsetup utility. See instructions in Siebel Installation Guide > Overview of Installing Siebel CRM > Roadmap: Installing Siebel CRM in an Update Installation Case.
2. Create the parent integration workspace named int_siebel_upgrade_abc1 and add it to the repositoryupgrade.exe utility parameter -9. Open Siebel Tools > Workspace Dashboard and create a new workspace.
3. Run a similar command: …\siebsrvr\BIN>RepositoryUpgrade.exe -s …\siebsrvr -t SIEBEL -u xxxx -p ***** -o xxxx -d xxxx -y SADMIN -z ***** -c SSE_ROLE -9 int_siebel_update_abc1. See instructions in Siebel Database Upgrade Guide > Upgrading the Siebel Database > RepositoryUpgrade Utility.
