Siebel Table S_UF_STEPS_LOG is Missing After Installing Monthly Update 24.2, But It is Defined in DDL.CTL file

Symptoms
Siebel monthly update 24.2 was applied on top of 23.x. It was verified that the postinstalldbsetup utility did not create the table S_UF_STEPS_LOG. However, the table definition is present in the Siebel
<siebel-root>\ses\dbsrvr\<rdbms>\ddl.ctl file.
The following steps can be executed to reproduce the behavior:
1. Install Siebel monthly update 24.2 on top of the existing 23.3 SES.
2. Run the postinstalldbsetup utility.
3. The table S_UF_STEPS_LOG is not present in the updated Siebel schema after the update installation.
Changes
A recent monthly update was installed.
