Symptoms


 PostinstallDB setup failed in SeedSchemaManifest Upgrade after updating to Siebel 24.2 from 23.9

The below error is seen  in PostInstallDBSetup_timestamp.log

Thu Apr 11,2024 [8:53:46] : Return Code from SeedSchemaManifest Upgrade : Failed
Thu Apr 11,2024 [8:53:47] : Exiting the program with return code : 5

 The issue can be reproduced at will with the following steps:
1. Applied the Siebel patch update 24.2 on top of Siebel 23.9 version as per documentation: Installing Siebel CRM in an Update Installation.
2. Ran postinstallDBsetup as per documentation: Rerunning Post Installation Database Update
3. POstinstallDbSetup process failed in step seed schema manifest step
