Symptoms
Workflow created with huge number of steps is showing as dangled in workflow editor of Web tool but same workflow steps are properly connected in native Siebel tools
Steps to Reproduce:
1. Create a workflow with a lot of steps.
2. Open the workflow process in Workflow Editor in both Siebel Tools and Web Tools.
3. Workflow editor in Siebel Tools shows all steps correctly, but workflow editor in Web Tools shows many missing steps.
