Watch Window Not Showing During Debug in Siebel Web Tools

Symptoms
Debugging Script in Web Tools Watch window is not showing so can not check the values of the variables.
The issue can be reproduced at will with the following steps:
1. Open Siebel Web Tools
2. Open desired workspace and script to debug
3. Select bug icon to start the debug
4. Watch Window is not displayed
Notes:
Issue happens for specific user using Chrome.
Other users accessing same environment is working.
For specific user on same machine using Edge works.
For same user on a different machine using Chrome works as well.
Also when inspecting the page, verified that element for the watch window was there but it was not displayed in UI.
