Symptoms

The RepositoryUpgrade process is stuck at "Importing Repository files for all available build(s)" step for several hours as mentioned below, and it's not proceeding further. Tried to re-execute the RepositoryUpgrade multiple times; however, the same behavior occurred every time.

The issue can be reproduced at will with the following steps:
1. Install Siebel update 24.6 on existing 24.2.
2. Run the repotoryupgrade.exe utility.
3. It's stuck at "Importing Repository files for all available build(s)" step.

Changes

 Applied Siebel 24.6 on 24.2
