Symptoms

The Siebel SES tomcat services are not starting up after an update from 23.7 to 24.5

Errors from Catalina.out and Catalina_*.log file:

23-Jul-2024 15:18:39.869 SEVERE [main] org.apache.catalina.startup.HostConfig.deployWAR Error deploying web application archive [$SIEBEL_ROOT/ses/applicationcontainer_internal/webapps/siebel.war]
    java.lang.IllegalStateException: Error starting child
        at org.apache.catalina.core.ContainerBase.addChildInternal(Unknown Source)
        at org.apache.catalina.core.ContainerBase.addChild(Unknown Source)
        at org.apache.catalina.core.StandardHost.addChild(Unknown Source)

The issue can be reproduced at will with the following steps:
1. Stop all Siebel Services (Includes Siebel Apps, Tomcats and Siebel Gateway)
2. Apply 24.5 monthly update on top of 23.7
2. Once the installation completed, start Siebel gateway and its tomcat services
