MLOV Not Working As Expected - Display Value is being saved to Database Instead of LIC (Doc ID 3039734.1)

Symptoms

Customer uses ESN and ENU languages. When the ESN language was configured, the MLOV utility was executed.
However, when connect to ESN and create new records, the value stored in the database column is in ESN, when it should really save the LIC (Language Independent Code) value.

The issue can be reproduced at will with the following steps:
For LOV: LOY_TXN_STATUS_CD, Column: STATUS_CD from S_LOY_TXN, followed steps in Configuring a Multilingual List of Values,  but I still have this behavior.
