Migration Application Plan Fails At Unpackage Step On The Target Environment And May Return "Server is busy..." and "ExportManifest.mf could not be found" Error (Doc ID 3041639.1)

Symptoms

After the 24.7 Monthly Update installation it is not possible to execute a migration plan. It fails at the Unpackage step on the target environment.

If the migration plan is executed asynchronously it returns the following error message:

The server you are trying to access is either busy or experiencing difficulties. Please close the Web browser, open a new browser window, and try logging in again.[HH:MI:SS]

According to the migration.log file located under ApplicationContainer_External\logs directory and the respective EAI OM log file it fails due to a missing ExportManifest.mf file:

2024-08-01 16:01:20 The file '\\hostname\shared_folder\siebel_file_system\migration\2-60Z1BX\ExportManifest.mf' could not be found.

Steps

1. Execute a full migration plan (async) to generate the migration package on DR
2. Execute the import for the full migration on the target RR environment
3. The import migration plan cannot be executed as described above.
