Default Profiles Are Not Displayed For New User In User Profile Communications View

Symptoms
When logged into Siebel application with SADMIN credentials and navigating to "Out bound communication Manager" view able to see "Default Profile" field displaying values whereas logging in with the new user created belonging to other than “Default organization” not able to view values in the "Default Profile" field
Steps to Reproduce

1) Login to application with SADMIN Credentials
2) From the Menu select Tools
3) User Preferences
4) Out bound communication Manager
5) Clicking on the "Default Profile" field in the "User Profile Communication Applet" able to see values.
6) Logout of the application
7) Create user say "User1" belonging to Organization "Org1" having Responsibility "Resp1".
8) Login in with "User1" credentials and follow the same steps as above i.e., 1-5, there are no values displayed in the "Default Profile" field of “User Profile Communication Applet”.
