When Performing Siebel Database Upgrade From Previous Innovation Pack To 24.6 It Fails With "Unable To Connect To The Database..." During IRM Step Execution

Symptoms
When attempting to execute the IRM step as part of the Siebel Database Upgrade from previous Innovation Pack to 24.6 it intermittently fails with "Unable To Connect To The Database..." error being returned.
In the IRM_MERGE*.TXT file located under $SIEBEL_HOME\log directory the following error can be found:
CSSReposMergeEng::GetDBConnection ODBC Connect Failed for User = "SADMIN" on Datasource = "SSD default instance" Mon Aug 12 18:29:35 2024

Steps
1. Invoke the Siebel Database wizard 2. Choose Upgrade Database > Development > Upgrade Siebel Database Schema (upgrep) 3. Select the other options according to your requirements 4. Execute the database upgrade and have IRM step executed 5. IRM may fail with the above mentioned symptoms
