Symptoms
When a UserId is greater than 15 Characters and this user is trying to launch a Task with Task Monitor Level. The Task failed with the following error message below:
ObjMgrBusCompLog Error 1 00000386671159e8:0 2024-10-18 07:32:32 (sqlobj.cpp (2823)) SBL-DAT-00362: Data value for field 'Owner Id' is larger than the limit 15 defined in the database.

Step to Reproduce the issue:
1. I have created a new user with the following UserID below that has more than 15 characters as shown below:
NEWUSERWITHMORETHAN15CHAR
2. Login into the Siebel App with the user above.
3. Launch a Task with a Task Monitor Level Increase.
4. The task was canceled and the following error message was captured in the log as shown above.
