Enable Elastic Grid System Preference Not Applying In Redwood Theme

Symptoms
“Enable Elastic Grid” preference is set to “N” and the property works as expected in Aurora theme, but it does not work in Redwood theme.
The applets are still auto-scaled according to the property, even if the preference is set on “N”.
The issue can be reproduced at will with the following steps:
1. Log into the AOM.
2. Change “Enable Elastic Grid” to “N”.
3. Observe the behavior.
