TimeLine Applet Date Field Not Displaying Value In Locale Format

Symptoms
In Siebel CRM 23.4, the date field in the TimeLine applet does not display the date value in the expected locale format based on CSY locale settings.
This issue persists across different users, but the date field consistently shows the default format, e.g., “Sep 30 2024” rather than the localized CSY format: “30 Zař 2024”.
The issue can be reproduced at will with the following steps:
1. Login to Siebel application — AOM with CSY locale settings.
2. Navigate to the TimeLine applet in Siebel CRM 23.4.
3. Check the date field under specific user sessions.
4. Observe that the date format does not adhere to the user's locale settings.
The date field should display the date values according to the locale format configured for the user or system.
