Siebel Application Object Manager Not Loading After Upgrading from 15.15 to 24.7 With Errors SBL-DAT-00465 and SBL-DAT-00144

Symptoms
The Siebel version upgraded from version 15.15 to 24.7 and while loading the ecommunications_rus component, the below errors were found in the ecommunications_rus object manager log.
Also the “Calendar Alarm” business component itself was missing but it was discovered that another 132 business components are missing too.
Errors from ecommunications_rus component log file:
SBL-DAT-00144: Could not find object 'Business Component' with name 'Calendar Alarm'. This object is inactive or does not exist.
The issue can be reproduced at will with the following steps:
1. Install new version of Siebel 24.7 binaries and configure ODBC connect strings to point Siebel old 15.15 database.
2. Perform Siebel Development upgrade (UPGREP+IRM+FullPublish+Upgphys).
3. After upgrade completed, configure Gateway/Application server and Application Interface and launch Siebel eCommunication URL
4. Log files shows lot of vanilla Business Components missing
