Outbound REST API Returning ISO 8601 Date Time fields Ignores Siebel User Timezone Settings (Doc ID 3065143.1)

Symptoms

An outbund REST service returning ISO dates such as 2024-07-18T08:57:17Z outputs 07/18/2024 08:57:17.

That value ignores the user's timezone.

The expected value for a user in GMT-8 would be: 07/18/2024 00:57:17.

Steps to Replicate : 

  1. Webtools, New Object Wizard -> Web Service.
  2. Import a swagger containing date or date-time elements.
  3. Have a Siebel user in GMT-8 call the outbound REST API
  4. Have the external system return ISO 8601 Date Time such as 2024-07-18T08:57:17Z

Observe the output ignores the Siebel user timezone settings.
