S_UPG_REL_LOG Table Grows High After Postinstalldbsetup or Repositoryupgrade Utilities That Are Part of Monthly Updates

Symptoms
After applying postinstalldbsetup and repositoryupgrade utilities in 24.8, database administrator alerted about the table S_UPG_REL_LOG size. This table grows a lot and occupied more than 5GB in database.
Can I truncate this table after apply the postinstalldbsetup or what is the behavior and utility of this table? And how can one perform cleanup of this table to reduce size in database

The issue can be reproduced at will with the following steps:
1. Applied 24.8 on top of 22.3 in Non-Production and Production Runtime Repository Environments
2. As part of patching, it invokes Postinstalldbsetup to apply latest schema changes to repository.
3. S_UPG_REL_LOG table size grown to size of 10gb and CLOB is in 42gb leading tablespace issue
4. There is no Delete option to cleanup unwanted rows from Application administration - Monthly Updates
