Send Method in EAI JMS Transport Business Service Failed With Error "authentication failed" Using Tbico (Doc ID 3073244.1)

Symptoms

Customer is trying to setup EAI JMS transport from Siebel to Tbico using Doc ID 2332726.2. Once the setup is done they invoked Send method under EAI JMS Transport business service from BS simulator but it failed with below error

Object manager log:

The issue can be reproduced at will with the following steps:
1. Setup EAI JMS Transport using Doc ID 2332726.2
2. Navigate to BS simulator
3. Trigger Business Service 'EAI JMS Transport' invoke method 'Send' from BS simulator
