Application Crashes When Inspecting Dev Workspace Created with Siebel 24.12 Patch Update RepositoryUpgrade (Doc ID 3073344.1)

Symptoms

Try to inspect the developer workspace DEV_SADMIN_SIEBEL_24_12 created when executed RepositoryUpgrade, get Error:

The server you are trying to access is either busy or experiencing difficulties.
Please close the Web browser, open a new browser window, and try logging in again.

In the Object Manager Log, following errors is also seen:

The issue can be reproduced at will with the following steps:
1. Apply 24.12 on 23.2
2. Execute RepositoryUpgrade
3. Inspect developer workspace 24.12 created by repositoryupgrade
