RepositoryUpgrade Exits With Out Of Memory Error During Importing Repository Files Step (Doc ID 3073648.1)

Symptoms

When attempting to execute RepositoryUpgrade using 24.11 binaries it fails with the following error during Importing Repository Files step:

Out of memory!

The environment was patched from 24.5, and before that it had 21.10 before the upgrade from IP16.
The customer has 12 languages installed including English.
This is the first time that RepositoryUpgrade is executed.

Steps

1. Install and apply 24.11 Monthly Update including PostInstallDBSetup
2. Try to execute RepositoryUpgrade
3. It fails as reported above

Changes

Siebel binaries were updated to 24.11 from 24.5
