Symptoms

The Assignment Manager component in an UPGRADE environment moves to the Unavailable state after being in the Online state for about 6 seconds.


There was nothing in the Assignment column / Assignment Attribute values for Responsibility that showed Inactivated.

Also, the WF Policy Object 'Order' has the Responsibility activated.
