Some Read Only views are not Read Only

Symptoms
The customer has found out that, utilizing the Read Only version of views via checking the Read Only Check Box in the Application Administration -> Responsibilities view, does not make these views entirely Read Only.
For example, in the My Contacts (Read Only) view, the user can still click on the NEW CALL button, and create a new Call activity record.
It seems that this would appear to be a product defect and the user asks for a possible solution.
