how the loopback detection mechanism works

I could not find any documentations to explain how the loopback detection mechanism works if THREE emails sent from the same address to Siebel within the loopback detection interval, instead of two.

Our user reported that among the three emails he sent to Siebel within a minute, the first and third showed up in Communications successfully, the second one was missing. I was able to explain that since our LoopBack Detection Interval was set to 60 seconds, the second message was a candidate and wouldn't show up in Siebel. I also found that message on the server's Loopback directory.
The user then asked why the third one got processed and showed up in Siebel, even though it was also sent out within a minute from the previous email message and the message before that.

Can you help?
