Siebel CTI Toolbar Does Not Appear After Communications Configuration (.def) Changes/Import

Customer installed Avaya DST/JRE upgrading SUN JRE on Windows 2003.
From Avaya it was inspected an error message that says that there is a "communication error" at the top of the Siebel window.
Below is the message that appears in the SComm.log file for the DEV agent:

It was also noted that in Avaya IC Manager that the AICD Agent service was not up and running. That should be up and running once an agent logs into Avaya and the PBX.
A reboot to the Siebel server (usctap0020) was performed but this did not assist in resolving the issue.
The Siebel Object Manager log files for the user session also showed us the following error:
