odbcsql connect to DB2 database fails witj SQL1032N-ARCHIVE (Doc ID 488459.1)

Symptoms

Using odbcsql to test the ODBC connection to a DB2 V7.2 database returns with ODBC error 08001 and DB2 error SQL1032N.
.odbc.ini contains:
[siebsrvr_siebel]
ServerName=siebel
Driver=/home/db2inst1/sqllib/lib/db2.0
Specifying db2_36.o library has also been tried, but gave the same result.
db2cli.ini contains
[siebsrvr_siebel]
dbalias=siebel
txnisolation=1
odbcsql command used to test:
odbcsl /u sadmin /p xxxxx /s siebsrvr_siebel
Also tried:
odbcsql /u sadmin /p xxxx /s siebel
DB2 cli tracing has been switched on, but the command probably fails before cli is executed. Direct cli connect by sadmin user is possible (i.e bypassing ODBC).
Lots of siebel_assert files found indicating an error at line 149 in ssstring.cpp
Siebel version is 7.5.2 base. DB2 is V7.2 + FP7s
