Workflow Monitor Agent hangs “Examining request for policy” when trying to invoke workflow process. (Doc ID 488529.1)

Symptoms

We want to invoke a workflow process in our Test Environment using a workflow policy. We created a record to meet the condition of the workflow policy, however the corresponding policy action of executing the workflow process is not being executed. The triggers work correctly and the records in S_ESCL_REQ table are created. If we test the workflow process independent from workflow policy using the Workflow Process Simulator then it is working fine and e-mails  are send properly.

In Workflow Monitor Agent (WorkMon) component tasks it is showing "processed zero requests" and task state is "Running". And Email Manager component status is "Online".

The status of the WorkMon task changed to "Examining request for policy 1-KX7K on 1-LU41" but a Workflow Process Manager task was not started,  the WorkMon task appeared to hang, i.e., hanging.
