Setting Projects to Allow Object Locking does not work (Doc ID 488896.1)

We are not able to perform a check-out at object level. The following steps explained in bookshelf were performed in order to configure it:

1- In the tools.cfg file set EnableObjectCOCI=TRUE --> this was already configured in the cgf vanilla

2- Set the Allow Object Locking property 

In the Object Explorer, choose Project. 
In the Projects window, choose the desired Project object type, then right-click, and choose Toggle Allow Object Locking.

This property has to be set in all the projects in the repository. This was done in Siebel Tools server logged as SADMIN

Once we try to perform a check-out object the Check-Out window appears, but the Check-Out button is disabled.

Is there any step missing?. Can you explain how to solve it?
