Symptoms
Proposal generation returns strange errors like "Error occurred in opening document(SBL-EDC-00184) *** [Microsoft Word Basic OLE Automation]
FileOpen: Word could not create the work file. Check the temp environment variable.
(SBL-EDC-00162)".
Reinstalling Document Server will only temporarily resolve issue. Currently Document Server runs in foreground which seems to be a workaround.
