We use EIM to upload customer information for benefit eligibility purposes. We are starting to see this error:SBL-EIM-00207: Unable to log in to the database.
Here are the errors:

Some customers who got error SBL-EIM-00108 when starting EIM task from GUI can successfully starting EIM task from srvrmgr command line.
I have verified the username and password and we are able to login via ODBC just fine. We have the username password in our IFB file as well as at the component level (identical)
I tried to look it up on SupportWeb and saw the following Doc:
EIM Cannot log into the database: SBL-EIM-00207: Unable to log in to the database. (Doc ID 544240.1)
which has the same symptom. However the result in this SR is not the problem.
Even though it is the test environment, we cannot update Production until we have verified in our Test environment.
I will attache the EIM log file and the IFB file.
