Real Time UI DeDuplication does not return matches when login user (user's position) is not part of the matching/duplicate records' team

After applying Siebel patch, we were testing DeDuplication functionality to verify new patch compatibility with SSA dll files we currently use: sscaddsv.dll (9/9/2006 version) and n3sgsb.dll (5/22/2004 version). We observed the following. Some potential matching duplicates with the matching score above our Threshold of 86 are not displayed to the user in Possible Matching Contacts applet. We confirmed that same exact scenario works fine in the environment without the patch. Here is the scenario. Customer record of William Baylor exists in Siebel. New record created with all the same information except the First name is Bill. We expect this record to be identified as a duplicate to existing one. However, no Possible Matching Contact applet is displayed to the user and a new record is committed to the database. Navigate to Duplicate Contact Resolution view and this duplicate record of Bill Baylor is displayed there with a score of 100% match. In other, words the system identifies this as a duplicate, but just doesn't present user with an option to pick an existing record in Siebel. Creating another record of Bill or William Baylor will invoke DeDuplication and display both existing records in Possible Matching Contacts applet. This is a big issue for us and affect all the users because it will significantly increase the number of duplicates sent to Duplicate Contact Resolution View to manually process them. Please review and advise as soon as possible.
