Siebel Tools Start Fails with DLL Error registering SRCVW32.DLL

Recently, I installed Siebel Tools on my desktop to support the Development Phase on our project. After installation, I was able to successfully initialize my locate database and complete a full "get" to populate the repository. For a few days afterward, I was able to login and use Tools normally, but recenlty was unable to initiate Siebel Tools without getting the following error:
RegisterServer failed in SRCVW32.DLL Return=0x80020009. GetLastError = 0x0).
The error message appears in a popup box labelled: Tetradyne SourceView Control
When I say OK to the error message, another message box pops up with the following error:
Registration Failed - srcvw3.dll
When I acknowledge this error, Tools does not open.
Following the advice in a related SR, I re-installed tools and copied my local DB back into the Tools directory. Again, it worked for a day, but when I returned to work the following Monday, I am getting the above errors again. Can you help me resolve this issue permanently as I am trying to support Development on this project.
