Cannot extract mobile database after database is cloned

After we cloned the database from Production to Development, we cannot re-extract database from Development for existing mobile users. When database extract is run, the following error message is generated: SMI-00077: Component error, see the trace file for more information
If I set up a new mobile client in Development, I can run database extract for that user without any errors. We can run extract database in production without any errors.
Are there any special steps we need to do when cloning database to be able to run extract for existing users?
