SWE GotoView command not navigating correctly. (Doc ID 496923.1)

Symptoms

We're testing the native SWE "GotoView" command in 7.5.3.5 [16183] Fin Services and discovered that this command does not navigate to the specified applet & row Id in the following scenario:

SWE string used in test:
http://www.example.com/fins_enu/start.swe?SWECmd=GotoView&SWEView=Personal+Service+Request+List+View&SWEPostnApplet=Service+Request+List+Applet&SWEPostnRowId=1-4UT9

Test scenario:
1. Log in to http://e2esiebel/fins_enu.
2. Navigate to the Service Request Screen which displays the list of My Service Requests.
3. Copy the SWE string to the IE address bar and hit Enter.

Expected behavior:
Siebel navigates to the SR record specified (with row Id "1-4UT9").

Test behavior:
Siebel refreshes however does not display the SR specified. The UI displays list of My Service Request - the last data set displayed in Siebel.

We also tried to execute this SWE command with the SWERF=1 argument which also failed to properly navigate in the same test scenario. How is the SWERF=1 argument used? Can the SWE refresh be disabled? How is GotoView affected with SWERF disabled? Lastly, we reported this to defect to Siebel during our 7.5.2 deployment.
